Document publicity description
This document is a document publicity description in accordance with Section 28 of the Act on Information Management in Public Administration (906/2019), the purpose of which is to facilitate submitting requests for information to Siun Sote.
Every individual has the right of access to information contained in an official document (621/1999, Section 8). However, documents may also contain confidential information. The reason for secrecy always arises from the Act on the Openness of Government Activities or other acts. In addition, a party has the right to receive information on matters concerning him/herself.
Submitting and processing information requests
A request for information to Siun sote can be addressed to the Registry. The Registry records the information request and sends it to the correct party without delay. If necessary, we will help the submitter identify the document that the request for information concerns. If Siun sote receives a request for information that falls within the competence of another authority, it will be transferred, under section 21 of the Administrative Procedure Act (434 / 2003), to the authority that is competent in the matter in question.
A request for a public document does not need to be justified and can be submitted anonymously. If your request for information concerns a confidential document or documents from which information can only be disclosed under certain conditions, you must also indicate the purpose of the use of the information and be able to verify your identity.
Information on a public document will be provided no later than two weeks after the request for information has been submitted. If the amount of work required for providing the information is greater than normally is the case, the information will be provided no later than one month after the request for information has been submitted. If special measures are required to provide this information, a fee according to the product price list (only in Finnish) may be charged for the information in accordance with Section 34 of the Act on the Openness of Government Activities.
If the information referred to in the information request cannot be disclosed, the authority must always justify the refusal not to provide the information and state the legal provision on the basis of which the information is declared confidential or non-public. If necessary, the submitter of the request must be given an appealable decision of the refusal.

Request for information can also be submitted to the Registry in Suomi.fi Message service. The service is intended for official communications and requires strong identification.
Siun sote maintains a register of cases initiated, their processing stages any any related documents.
The Siun Sote case register is primarily composed of the case management system, the customer and patient information systems, and the environmental health care ERP and case management system. Information included in the case register can also be found in the contract and competitive tendering systems, in the management system for construction procurement, in recruitment and personnel management systems and in the electronic archive.
An information resource refers to the set of data produced in the management of Siun sote’s tasks or in other activities. For each information resource, the main data sets contained in it, the information systems in which the information in the information resource is mainly processed, and the examples of search factors that can be used to retrieve information from the information resource are described.
The administrative information resource contains the data sets that comprise the management and decision-making, development, steering, monitoring and supervision of Siun's common support services.
Information on the operation of various bodies, projects, agreements, the interests of elected officials and office holders, as well as on the risk management of the joint municipal authority is stored in the information resource. Typical documents include minutes, decisions by office holders and various operating instructions. Reminders and complaints concerning the activities of the joint municipal authority also belong to the information resource of the administration.
Siun sote publishes key documents that are part of the information resource on the page decision making and administration (Päätöksenteko ja hallinto - siunsote.fi, only in Finnish). The page contains the minutes of the bodies for the past two years and the decisions made by office holders which, under the Local Government Act, must be published within the time for appealing. In addition, the articles of association, administrative regulation and strategy, for example, are published on the page.

The personnel information resource contains information related to Siun sote in its capacity as an employer. Information stored in the information resource includes information related to recruitment, employment relationships, competence development, the furtherance of well-being at work and the payment of pay, remunerations and compensations.
Recruitment announcements in the information resource are published on the job vacancies page. Decisions related to the personnel that need to be published (e.g., filling a post) can be viewed within the time for appealing on the page decision making and administration (Päätöksenteko ja hallinto - siunsote.fi, only in Finnish).

The financial information resource includes financial management, financial planning and monitoring, asset management, financing and asset management, accounting and payment transactions, and procurement data sets.
Information on, for example, budgets and their preparation, reports on financial monitoring and accounts payable and accounts receivable is stored in the information resource. Procurement processes generate, for example, requirement specifications, invitations to tender, tenders, tender comparisons, procurement decisions and procurement contracts.
The action and budget plan and the budget are published on the page decision making and administration (Päätöksenteko ja hallinto - siunsote.fi, only in Finnish).
Future purchases to be made by Siun sote can be monitored through the procurement calendar. Procurement decisions are published on the decision making and administration where they available for viewing during the time for appealing.

The social welfare information resource contains the data sets related to the provision of social services. The data in the information resource consist mainly of client data. The information resource also contains information related to the steering and supervision of services, such as supervision related to private service providers.
Social welfare client documents are confidential.

The health care information resource contains data sets related to the provision of health care and medical services. The data in the information resource consist mainly of patient data. The information resource also contains information related to the steering and supervision of services, such as notifications related to patient safety and information related to the supervision of private service providers.
Patient records are confidential.
Patients can view their own patient information in the My Kanta service. As a rule, the patient has the right to obtain a copy of the documents concerning him/herself; see in more detail: Copies of documents (Asiakirjojen kopiot - siunsote.fi, only in Finnish).
The personal data of a deceased person may be disclosed to close relatives who need such information to determine or realise their important interests or rights; for more information, see Information on the deceased on the page Customer and patient information.

The Rescue services information resource contains data sets related to accident prevention, fire extinguishing and rescue operations, preparedness and emergency care arrangements.
Information on such topics as service level decisions, contingency plans, safety communication, statements, fire inspections and other information concerning supervision is stored in the information resource. Emergency medical care patient data are part of the health care information resource.

Environmental health services
The information resource for environmental health care includes data sets on food control, health protection, the control of tobacco and nicotine products, the assessment of environmental hazards, and veterinary care and animal welfare.
The information resource stores information on statements, reports, applications for permits and inspection reports, for example. The data collected in the veterinary services consists of animal health data.

Pupil and student welfare
The pupil and student welfare information resource consists of information related to the organisation of the work of a school social worker and school psychologist services.
Documents collected in the course of the activities of school psychologists consists of patient records, such as tests and statements. The data collected in the course of the activities of a school social worker consists mainly of customer stories.
Pupil and student welfare information is confidential.

The education information resource contains the information collected in the course of teaching at the Honkalampi Centre comprehensive school. Siun Sote provides preschool, basic and additional education for pupils with special needs, including those with severe disabilities, autistic children, and children and young people in need of psychosocial support.
Information on administrative documents, such as curricula and the annual plan for the implementation of the local curriculum, as well as information on pupils, such as pupil registers and school year reports, is stored in the information resource. Information on pupils is mainly stored on paper.
