Municipalities grant a retail permit for tobacco products, and nicotine-containing liquids and smokeless nicotine products to the applicant. In addition, the wholesale of tobacco products, nicotine-containing liquids and smokeless nicotine products requires written notification to the municipality of the place of sale.
